Increasing the Equity of Cheap and Fast Internet Networks

TechInPacific – The desire of the people of Papua New Guinea (PNG) to enjoy cheap and fast internet access will soon be realized. The PNG government is currently working on the project The Coral Sea Submarine Cable, which is largely funded by the Australian government.

 As said by Minister for State Owned Enterprise William Duma   that “the Australian Government has not revealed the total cost of the project but Papua New Guinea is expected to contribute 10 percent of whatever it is”.

Project Kumul cable will run from Sydney to the point in the Coral Sea where it will be divided between Port Moresby and Honiara, in the Solomon Islands. The project will be carried out by a company from Australia, Vocus and is expected to be completed by the end of 2019. This project is the third submarine cable in PNG, formerly the PPC1 cable that connects Madang to the Australia-Guam connection, and the older APNG2 cable running from Australia to Port Moresby.

William Dma as the representative of the PNG government said ” the Coral Sea cable will be carrying speeds of 10 terabits per second (Tbps) and that should be enough for PNG’s needs for the foreseeable future”. He also added ” The National Executive Board has decided that PNG DataCo Limited, which is a State-Owned Enterprise responsible for providing wholesale ICT transmission services under the newly restructured business of Kumul Telikom Holdings Ltd (KTHL), will be the implementing agency during construction project and will own, manage and operate the cable system after the project starts”.

Until now this project has reached the new cable landing station which will be in the Kila Police Barracks and along Gabutu, NCD. Where the PNG government has commissioned the Kumul Domestic Cable project to spread the internet better than the National Coral Cable nationally through fiber optic cable networks and other connections that are still under construction.   As stated by Minister for State Owned Enterprise William Duma   that”. The PNG government and my ministry have also started the Kumul Submarine Cable Project to connect all of the 15 capitals of the coastal province with communication media, fiber optic fiber cable “.

DataCo managing director Paul Komboi urged internet providers to start buying wholesale internet from DataCo in preparation for the completion of the cable network.  He expects internet rates to fall by at least 20 percent.   As reported by several national PNG newspapers, he said that “There is still some work to be done on the regulatory side for reducing costs that will be passed on to consumers but for that we submit to Nicta (National Information and Communication Technology Authority) but from the parties we, we have reduced prices”. He also added that the price of internet access is based on the recovery of costs for domestic and international infrastructure.

The last infrastructure that has been built is the O3b satellite tower worth US $ 10 million (K33mil) and the improvement of the Kumul Telikom Holdings earth station in Gerehu, Port Moresby. William Duma as the relevant minister said that “PNG DataCo is now working with international satellite operator, SES Networks, to provide 6.0Gbps high-speed internet service, lower latency (150ms) between Port Moresby and Sydney to support APEC 2018 ICT requirements”.
